Jenny Dodd

CEO, TAFE Director’s Australia

Jenny Dodd has been a TAFE Executive for over ten years, including CEO of TasTAFE in Tasmania, Chief Academic Officer and General Manager Gold Coast for TAFE Queensland, and Deputy CEO (Education) and Director Marketing and National Positioning for the Canberra Institute of Technology. She is currently the Interim CEO of TAFE Directors Australia where she is proud to demonstrate how the public provider is leading quality skills and education outcomes for students and industry. Jenny began her career in marketing, transitioning into vocational education and training teaching after ten years in industry. She has led national change programs for the vocational education and training sector and was the ACT representative on the Flexible Learning Advisory Group for many years.

Professor Sarojni Choy

School of Education and Professional Studies, Griffith University

Sarojni Choy is Professor of Adult and Vocational Education in the School of Education and Professional Studies, Griffith University, Brisbane, Queensland Australia. Her research interests are in vocational education and training, connecting learning in different settings, continuing education and training, and workforce capacity building. She has interest in developing novice researchers and continues to supervise higher degree research students.

She has been a member of AVETRA since late 1998 and has also served on the Executive between 2010- 2015. She managed the Community of Practice for novice VET researchers (a program managed under AVETRA). Over these years she was mentored by Prof. Roger Harris and Prof Berwyn Clayton. Prof. Choy took up the co-editor role with Dr Selena Chan at the beginning of 2021. She is also the Associate Editor of the Vocations and Learning journal; Editorial Board for International Journal of Work-Integrated Learning (formally Asia-Pacific Journal of Cooperative Education and Australian Journal of Adult Learning); and reviewer on a range of VET journals.

Professor Choy will join other research and academic leaders on a panel session exploring ‘Building VET institutional research capability’.


Professor Stephen Billett

Professor of Adult and Vocational Education in the School of Education and Professional Studies at Griffith University

Dr Stephen Billett is Professor of Adult and Vocational Education in the School of Education and Professional Studies at Griffith University, Brisbane, Australia and a National Teaching Fellow and Australian Research Council Future Fellow. After a career in garment manufacturing, he has worked as a vocational educator, educational administrator, teacher educator, professional development practitioner and policy developer in the Australian vocational education system and as a teacher and researcher at Griffith University. He is the founding and Editor in Chief of Vocations and learning: Studies in vocational and professional education (Springer) and lead editor of the book series Professional and practice-based learning (Springer) the International Handbook of Research in Professional and Practice-based Learning (2014) with colleagues from Germany.

Professor Billett will join other research and academic leaders on a panel session exploring ‘Building VET institutional research capability’.


Dr Don Perlgut

Chief Executive Officer, Community Colleges Australia

As the CEO of Community Colleges Australia (CCA), Dr Don Perlgut has worked to strengthen CCA’s research, communications and advocacy activities. Prior to his commencement as CCA CEO in 2015, he worked as the CEO of three other organisations, including the Rural Health Education Foundation and the Western Sydney Regional Organisation of Councils (WSROC). Don has also worked as Deputy Leader of ASIC’s Community Outreach Program; Executive Officer of The Bright Alliance, UNSW Faculty of Medicine; and a business development manager for both the Australian Institute of Management (NSW/ACT) and a start-up IT company.

As ABC TV Project Manager, Open Learning and Adult Education, Don had responsibility for the ABC’s partnership with Open Learning Australia (now Open Universities Australia) and 15 Australian universities undertaking distance learning. He also supervised the development two ABC TV adult literacy series with NSW TAFE, and received a Commonwealth Literacy Medal for his work during International Literacy Year 1990. Don also developed an AusAID-funded English language teaching series broadcast both in Asia and Australia.

Don has committed much of his professional career to advancing social and economic justice through adult, community and post-secondary education. He was nominated three years in a row – 2019, 2020 and 2021 – for the Pro Bono Australia “Impact 25” social sector awards. He holds a PhD in media/communications from Macquarie University and a Master of City Planning (MCP) from the University of California, Berkeley.

Kira Clarke

Principal Research Fellow, Brotherhood of St Laurence and Current President of AVETRA

Kira Clarke is a Senior Research in the Social Policy and Research Centre at the Brotherhood of St Laurence. She has more than 18 years of experience in academic research and teaching in the Australian university sector. Until December 2019, she was a Lecturer in Education Policy within the Melbourne Graduate School of Education at the University of Melbourne. 

As a national expert in vocational education and training policy, particularly as it relates to youth transitions and young people, Kira led the widely cited Entry to Vocations study of VET in Schools (2012–14) for NCVER. She completed two research studies (2014–15, 2015–17) funded through the competitive National Vocational Education and Training Research (NVETR) program and in partnership with the Brotherhood of St. Laurence, examining the role of the vocational education for early school leavers. Kira is the current president of the Australasian VET Research Association (AVETRA)

Dr Lizzie Knight

Senior Research Fellow, Centre for International Research on Education Systems (CIRES), Victoria University

Lizzie's key area of interest is equity of access to and in tertiary education, the provision of institutional information and support for transition into post-school education. In 2017, Lizzie completed a PhD at Monash University, investigating change in marketing messages over the period of higher education massification.

Prior to joining CIRES, Lizzie was a research fellow at Monash University. Her role included project managing an Australian Research Council Discovery Project: ‘Vocational institutions, undergraduate degrees: distinction and inequality’ from 2017 to 2020, researching the growth of higher education in TAFE institutes.

Lizzie will be chairing an exciting panel session exploring 'Cross, inter and multi-disciplinary approaches to research in VET'.



Felix Pirie

Deputy Chief Executive - Policy and Research, Independent Tertiary Education Council Australia

Appointed in 2019, Felix Pirie is the Deputy Chief Executive – Policy and Research at the Independent Tertiary Education Council Australia (ITECA), the peak body representing independent providers in the skills training, higher education, and international education sectors. Felix has an extensive background in in policy development and implementation as well as regulatory reform across tertiary education as well as international education in both the public and independent sector.  He excels in the task of being the interface between independent providers and national regulators, working to solve not only specific problems of ITECA members but also to identify and improve systemic challenges presented to the sector by government legislation and policy administration.  He works extensively with the Australian Skills Quality Authority (ASQA), the Tertiary Education Quality and Standards Agency (TEQSA), and other Departments and agencies.

Dr Henry Pook

Director of Holmesglen Institute’s Centre for Applied Research and Innovation

Dr. Henry Pook is Director of Holmesglen Institute’s Centre for Applied Research and Innovation where he works with Holmesglen researchers to build research capability across the Institute and to help formulate applied research projects in collaboration with industry.  His research interests include industrial relations institutions and employment relations in the building construction industry. His publications include studies on work, and work and technology in Australian society

Professor Joy Papier

Director of the Institute for Post-School Studies

Professor Joy Papier is the Director of the Institute for Post-School Studies (IPSS), which was established in September 2013 in the Faculty of Education at UWC. She is also the SARChi (South African National Research Chair) in Post-School Studies: TVET Teaching and Learning. Prof. Papier has been active in vocational education, policy and development for about 25 years, serving on numerous national and international policy forums, think tanks and other initiatives related to the field of vocational education and training. Her research interests include TVET teacher education, TVET policy and development, vocational curricula policy, workplace and institutional cultures. She has served as Co-Chair of the African Union Commission Expert Group on TVET, and is a member of the Consultative Advisory Group on TVET, an Africa-led initiative launched in 2013 with facilitation by the World Bank. Dr Tebeje Molla

Deakin University

Dr Tebeje Molla is a senior lecturer and ARC Future Fellow in the School of Education at Deakin University. His research focuses on inequality and policy responses in education. His recently completed DECRA project investigated the educational attainment and integration outcomes of African heritage youth from refugee backgrounds. Theoretically, his work is informed by critical sociology and a capability approach to social justice and human development.

Mr Liam Sloan

Deputy Vice Chancellor Federation University and CEO of FedTAFE

Liam Sloan was appointed to the role of Deputy Vice-Chancellor and Chief Executive TAFE at Federation University Australia, commencing in September 2020. He joined Federation university from a previous role as Chief Executive Officer of the Nelson Marlborough Institute of Technology (NMIT) in New Zealand.

Liam has a strong reputation as an experienced strategic leader with a track record of delivering results and building strong and high performing teams. Liam’s management focus has consistently been on people leadership and empowerment of his teams to deliver fantastic outcomes for students and the communities they serve.

Growing up in southwest Scotland and commencing his working life as a chef, and established businesses as a publican and restauranteur.  Within the VET sector Liam has worked various roles including work-based learning assessor; teacher; program manager; head of department; and various senior leadership roles covering assistant principal; vice principal; director and CEO roles.

Having worked across various jurisdictions including UK, New Zealand and more recently Australia Liam is versed with navigating challenging times and is optimistic that his sound record of enhancing team performance and transforming lives will support Federation TAFE on its journey to become the Number 1 TAFE in Victoria whilst supporting the network to deliver the Victoria Skills Plan.

Jenny Macaffer

Chief Executive Officer, Adult Learning Australia

Jenny has been the CEO of Adult Learning Australia (ALA) for more than six years. ALA is a national not-for-profit peak body for adult learning and community education committed to access to learning for all Australians and has been operating for more than 62 years with a diverse membership across Australia.

She advocates for equitable access to learning to support social cohesion and economic prosperity, particularly for groups that face deep and persistent disadvantage. Jenny has an extensive history working in both the community sector and local government in social policy and advocacy, health and wellbeing, community planning and development, human rights and social justice.

She played a key role in establishing and supporting the first Aboriginal gathering place funded by Closing the Gap in Victoria and several neighbourhood centres, community sheds, and community gardens. She is the recipient of the inaugural LGPRO award for excellence in community development  and has been recognised with other awards for her inspiration and contribution to the community.

Jenny is passionate about adult and community education (ACE) and how it can transform lives. Her tertiary qualifications include the social sciences, community cultural development, the arts and adult learning. Jenny aims to support and strengthen individuals and communities to be more informed, active and connected and to create ways for more people to reach their best potential.

Dr Joy de Leo

Manager, Research and Data Analytics,
National Council for Vocational Education Research (NCVER)

Joy has worked in education for over 40 years in both public and private sectors, involved in policy, curriculum development, research, management, advocacy and teaching in schools, VET and higher education.

Her experience with indigenous and migrant communities informs her awareness of equity issues, while her doctoral thesis on quality education focuses her attention on both regulatory and non-regulatory aspects of quality.

Joy has extensive international experience with overseas students, teachers and teacher educators across the Asia Pacific region, particularly through her involvement with UNESCO.

Joy currently manages a team of NCVER researchers and data analysts to deliver the National VET research program, which integrates quantitative with qualitative research combined with advanced analytics and data linkages with other agencies, to inform policy development for Australian Ministers and Senior Skills Officials

Megan Lilly

Executive Director - AI Group - Centre for Education and Training

Ms Lilly has had an enduring commitment to research, policy and advocacy in education and training.  Over her thirty year career Megan has been consistent in the belief of the capacity of education & training to transform lives.  Megan is currently a member of the Jobs and Skills Australia Consultative Forum,  Deputy Chair – Worldskills Australia, and board member Australian Council for Educational Research, and the Mansfield Community Education Centre. 


Megan was also on the AQF Review Panel. She has been a member of the Australia India Education Council, including Chairing the Skills Working Group, Australian Qualifications Framework Council, Queensland Ministerial Commission, Victorian Skills Commission and was a member of the National Skills Standards Council, and the National Quality Council.  Megan also chaired the Joint COAG-NQC Working Group – VET Products for the 21 Century and has presented at international conferences. She has a Masters in Educational Policy and Administration
